Economically yes, on-chain no. They are separate balances, and moving between them is a transfer.
Does moving ETH off a rollup take a week?
Not here. The multi-day wait belongs to the rollups’ own withdrawal bridges; the wallet quotes the time for the route it uses.
Can I send my whole ETH balance?
Yes. The fee is inside the operation rather than deducted separately, so nothing has to be left behind to pay for the transfer.
